March 23, 2017 held a roundtable on "The specifics of NABU", organized by Criminal Law and Procedure Committee.

From the discussion, the Chairman of the Committee, lawyer Andriy Sy  dorenko informed on key indicators NABU activity in figures. The information was provided to the organizers by the press service of the Bureau.

Victoria Kitsyuk, investigative judge of the Solomensky District Court, Kiev, shared with the guests of the event their thoughts and experience on the problematic issues of accepting the NABU allegations and reports of crimes and entering information in Yedrey. Also, Mrs. Victoria spoke about the practice of consideration the petitions of NABU detectives by investigating judges. The investigating judge generally appreciated the quality of the preparation of materials by detectives in comparison with other pre-trial investigation bodies, whose activities are subject to the jurisdiction of the court.

Next, the participants of the round table was the lawyer Oleg Drozdovich, who expressed his own observations about about the specifics of practical work of NABU and trends in the activities of the Bureau.In particular, the lawyer pointed out the massive and active use of the detective searches for evidence. Such searches, according to the lawyer, are widely practiced by the Bureau not only among suspects, but also among witnesses and their relatives. Also, Mr. Oleg pointed to the problematic practice of determining the extremely high amount of bail for the suspects, especially the media coverage of pre-trial investigation of the course conducted by detectives, and other interesting points.

At the end of the discussion, lawyer Vitaly Naum also shared with the Roundtable participants his own experience of working with the NABU on specific cases. According to Mr. Vitaly, the Bureau uses a lot of dubious techniques, which were inherent in the previous units of the UBOP. In particular, it defined the abuse of arrests and detention of a person in order to induce her into giving incriminating evidence against him and the other defendants. At the same time, the lawyer noted positive changes during the searches of lawyers by detectives. Recently, in carrying out such actions, the detectives were more cautious and correctly treated with the materials constituting a lawyer's secret. Mr. Vitaly summed up that the NABU is able to learn very quickly on its mistakes and correct them, and for an objective evaluation of the work of the Bureau, it takes time.

It is also worth noting that the representatives of NABU responded to the invitation of the Committee to participate in the work of the Round Table. Three detectives planned to act as a speakers (including management staff), but at the last moment, they were unable to attend the event. Event organizers regret about this and apologize to the guests, who were hoping for the opportunity to talk with the detectives in this format. We hope that in future the NABU will face obstacles to communicate with the professional environment at the sites of the Association of Advocates of Ukraine.
