The moratorium on tax audits was justified at the beginning of the quarantine. But now it is becoming destructive not only for the budget, but also for business. So the Ministry of Finance explained the "moderate" granting of permission to conduct certain types of tax audits.
During the last meeting on February 3, the Cabinet of Ministers approved a resolution by which it shortened the duration of restrictions in terms of the moratorium on inspections.
It is reported that by the decision of the Government, permission is granted to conduct inspections, in particular:
- temporarily suspended and unfinished documentary and factual checks, which were started on the date of the moratorium;
- documentary inspections of business entities in the real sector of the economy, which, according to the analytical system, carry out risky operations and are processed within the framework of the work of the Temporary Investigative Commission of the Verkhovna Rada of Ukraine on the investigation of the facts of possible corruption actions of officials of state authorities published in the media;
- documentary checks on compliance with the deadlines for the receipt of goods for import operations and / or foreign exchange earnings for export operations;
- unscheduled documentary inspections, the need for which arose as a result of consideration of complaints about actions or inaction of regulatory authorities regarding the illegal accrual of monetary obligations of taxpayers.
The ban on documentary checks of individual entrepreneurs remains unchanged, the Ministry of Finance assures.
“The moratorium on the state's control function in the tax area was justified at the beginning of the COVID-19 quarantine measures, when the business was almost stopped due to the strict quarantine. But with each passing day, the lack of state control over the payment of taxes is becoming more and more destructive not only for the budget, but also for businesses that work honestly”, explains Deputy Minister Svetlana Vorobei. “Moderate approval of certain types of tax audits is not an increase in pressure on businesses, but a restoration of the ability to ensure a level playing field for all”.
