Municipal nanny: the process of launching of the project is delayed, and the mechanism of its implementation may not be suitable for people, - says lawyer of "Skliarenko, Sydorenko and partners"

From January 1, 2019, another social initiative of the government should be launched in Ukraine. Officials on May 30 approved the basic rules of the Municipal Nanny program, where young families must reimburse the cost of baby sitter services in the amount of the subsistence minimum per child.

The initiative provides for the introduction of a reimbursement of a child care service (up to three years) as a municipal nanny in the amount of the subsistence minimum for children under the age of six years established on January 1 of the corresponding year (one thousand six hundred twenty six UAH), under conditions co-financing from various budgets.

But the development of this idea has not yet been adopted regulations that define the mechanisms and procedures for reimbursement of municipal nanny services. Only yesterday, November 29, the project of the Cabinet of Ministers "Some questions about the reimbursement of care for a child up to three years old "Municipal Nanny" appeared on the website of the Ministry of Social Policy. Public discussion of such documents usually lasts a month. In addition, the development ministry should ensure interagency coordination, reduce and take into account (or reject) the comments made, and then go to the final version. Therefore, the document will probably be adopted with significant delay.

Also, the Ministry has introduced a draft law "On Amendments to the Tax Code of Ukraine (in support of responsible parenting)", which is intended to resolve a number of organizational issues regarding the implementation of the program. However, the prospects for its adoption through the complex procedures are even more distant.

However, judging by the content of the projects, this good intention, despite the traditionally optimistic statements of officials, has the potential to remain on paper. Why - read the full version of the lawyer of "Skliarenko, Sydorenko & Partners" Tetiana Borysenko for the business portal UBR.
